Engr. Adam Bukar Bababe, COREN, MNSE, MCPN
Engr. Adam Bukar Bababe stands out as one of Nigeria’s most forward-thinking public sector reformers. He is a computer engineer, academic, and technocrat whose leadership has shown how technology can make governance smarter, cleaner and more people centred.
Born on August 29, 1985, he has spent his career proving that innovation, integrity and discipline can exist together in public service. He earned his bachelor’s degree in computer engineering from the University of Maiduguri and his master’s in computer science and engineering from Sharda University, India. He is currently at the final stage of his PhD in Computer Science and Engineering, where his research focuses on applying emerging technologies to governance and digital transformation.
Engr. Bababe is a registered engineer with the Council for the Regulation of Engineering in Nigeria (COREN) and a Chartered IT Professional with the Computer Professionals Registration Council of Nigeria (CPN). He is also a corporate member of the Nigerian Society of Engineers, the Institute of Electrical and Electronics Engineers, and several other professional associations. His unique blend of technical skill, policy knowledge, and leadership has earned him respect within and outside Nigeria.
Before assuming his current role, he lectured at Ramat Polytechnic in Maiduguri, where he taught computer engineering and guided students through practical innovations. His early career reflected a clear vision: to use technology as a tool for solving everyday challenges.
He also served with the United Nations Development Programme as National Consultant and Area Coordinator for Support to Early Recovery in the North East. There, he worked to stabilize conflict-affected communities and build resilience among people recovering from crisis.
Appointed Executive Secretary of the Borno Geographic Information Service (BOGIS) in January 2020, and recently renewed for a second term in January 2025, Engr. Bababe has overseen a revolutionary transformation in land administration. When he arrived, land management in Borno was slow, disorganized and vulnerable to fraud. He reformed the entire system, introducing digital processes, transparency and accountability. Through Geographic Information Systems and data-driven tools, he turned BOGIS into one of the most efficient land administration agencies in Nigeria.
Under his steadfast leadership, the agency’s internal revenue skyrocketed from ₦68 million in 2019 to over ₦1.4 billion. More significantly, his tenure has seen the processing and issuance of over 3,500 Certificates of Occupancy, decisively breaking a long cycle of bureaucratic delay and restoring public confidence. These results were achieved without making life harder for citizens.
Engr. Bababe’s work goes beyond the office. Instead of waiting for people to make mistakes, he led campaigns that took land education directly to communities. He and his team explained land rights, documentation and ownership, helping to prevent fraud and resolve disputes before they began. This kind of proactive leadership is rare and has made life easier for countless families in Borno State.
What truly sets Engr. Bababe apart is his profound commitment to human development, manifested through quiet yet impactful philanthropy. While he consistently chooses to keep these efforts low-key, his benevolent spirit has touched countless lives across Borno State. He has provided educational scholarships to hundreds of students at primary, secondary and tertiary levels, ensuring that financial constraints do not hinder academic dreams. Beyond education, his compassion extends to agricultural support, where he has distributed essential farming inputs including improved seeds, fertilizers and modern equipment to local farmers, empowering communities toward sustainable food security and economic independence.
He has also served on many high-level committees, including those on flood control, sanitation, social vices, and e-procurement. In each, his approach is practical, data-based and deeply committed to public interest.
A scholar with several international publications, Engr. Bababe has presented papers at conferences in India, Italy, Japan, Canada, and the United Kingdom. His academic interests span Geographic Information Systems, the Internet of Things, wireless sensor networks, smart governance, and artificial intelligence. His work bridges technology and development in a way that delivers tangible results.
Colleagues often describe him as calm under pressure, quietly driven, and focused on results. His reforms at BOGIS have not only strengthened a government agency but also changed how people view public service. He has shown that integrity can drive progress and that leadership is best measured by the lives improved through one’s work.
Engr. Adam Bukar Bababe represents a new generation of Nigerian leaders who combine knowledge with compassion, skill with service, and technology with vision. His story gives hope that Borno and Nigeria can rise on the foundation of competence and sincere leadership.
Adam Bukar Bababe
